ACTIVITY OBJECTIVES AND OVERVIEW
The Informative Seminar on Export Facilitation Procedures, held at the Grand Acacia Ballroom, Acacia Hotel, Davao City, aimed to update exporters and members on the latest export regulations and procedures mandated by government agencies. The event provided a platform for enhancing understanding of new export-related rulings and for ensuring compliance, which is crucial for the smooth operation of export transactions. Additionally, the seminar aimed to facilitate direct dialogue between exporters and government representatives, allowing the former to raise concerns and seek clarifications on issues related to export rules and regulations. The event also emphasized strengthening the relationship with government agencies to ensure faster and more efficient export assistance for industry players.
A total of 145 attendees participated in the event, coming from a broad spectrum of export sectors, including fresh and processed food, manufacturing, mining, and resource-based industries. Although some pre-registered participants were unable to attend due to other commitments, the diverse representation from various industry sectors contributed to the event’s success. Philexport Davao was well-represented by its President, Chairman, and Trustees, with notable participation from government representatives and resource persons.
PHILEXPORT PROGRAMS AND SERVICES
The first topic presented during the seminar was on Philexport Programs and Services, delivered by Lyza Minnelly Macabuag, the Export Facilitation Officer of Philexport, Inc. She outlined the various programs and services available to members, including advocacy, information dissemination, exporter accreditation, and trade facilitation. Additionally, Philexport provides technical assistance and capacity-building programs that are vital in improving the operational efficiency of exporters. An important highlight was the introduction of the APEC Business Travel Card, a privilege extended to the top management of member companies, which facilitates easier travel across the Asia-Pacific region for business purposes. The presentation underscored Philexport’s commitment to offering valuable support to its members to help them thrive in the global market.
EXPORT CLIENT PROFILE REGISTRATION SYSTEM (CPRS)
Shrila Goro, the CPRS Account Officer from Philexport, Inc., discussed the Client Profile Registration System (CPRS), which is a vital tool for exporters to be accredited by the Bureau of Customs. She detailed the procedure for applying for CPRS accreditation, including the documentary requirements and the associated fees. The presentation also emphasized the importance of aligning the approval and activation of the Bureau of Customs Export Certificate of Registration with its expiry date to streamline the renewal process. This discussion was particularly beneficial to exporters who rely on this system for ensuring compliance with government regulations, thereby minimizing delays in export operations.
CERTIFICATE OF ORIGIN AND EXPORT DOCUMENTARY REQUIREMENTS
A key segment of the seminar was the presentation on Certificate of Origin and Export Documentary Requirements by Rosana Monteverde, Chief of the Export Division at the Bureau of Customs, Port of Davao. This session highlighted the importance of understanding the export documentation process, particularly the Certificate of Origin, which is crucial for verifying the origin of goods and for ensuring smooth export processing. Exporters were provided with key insights into the required documents for export, enabling them to better navigate the export process and avoid potential roadblocks at customs.
PHYTO-SANITARY MEASURES AND QUARANTINE REQUIREMENTS
Michelle R. Gepullano, Agricultural Technician and Head of the Laboratory Section at the Bureau of Plant Industry’s Plant Quarantine Service, discussed Phytosanitary Measures and Quarantine Requirements. She provided an in-depth look at the regulatory framework governing the export of plant-based products, emphasizing the importance of compliance with international standards set by the International Plant Protection Convention (IPPC). The session covered the procedures for phytosanitary certification, which exporters must follow to meet the import requirements of trading partners. This session was crucial for those involved in the export of agricultural products, as it clarified the necessary steps to ensure the acceptability of commodities in foreign markets.
VALUE-ADDING SERVICES FOR EXPORT FACILITATION
Leo V. Morada, Director of the Cargo Data Exchange Center (CDEC), delivered a presentation on Value-Adding Services for Export Facilitation. He highlighted the critical role that Value-Added Service Providers (VASPs) play in facilitating smoother export transactions. From documentation to logistics management, VASPs support exporters in streamlining processes, reducing costs, and ensuring timely deliveries. This session emphasized the importance of leveraging these services to gain a competitive advantage in the global marketplace and to enhance operational efficiency throughout the export process.
SHIPPING LINES DOCUMENTATION PROCESS
Representatives from CMA-CGM were also invited to address questions regarding shipping line documentation, requirements, and processes. They discussed practical challenges faced by exporters, particularly issues related to loose cargo concerns and the shortage of reefer containers for perishable goods. The discussion provided valuable insights for exporters in understanding the logistical challenges involved in shipping and the best practices to ensure timely and safe delivery of goods.
